Overview
With a population of over 19 million, Chad is a landlocked country in Central Africa. The country has shown resilience in hosting over one million refugees, including more than half a million who have fled conflict in Sudan since April 2023.
Despite facing complex challenges, including food insecurity, climate shocks, and regional instability, Chad plays a key role in promoting peace and stability across the Sahel.
Our partnership
The EU and Chad have been sharing a long-standing partnership for over 60 years, focused on promoting stability through socio-economic development of the strategic corridor N’Djamena-Douala and of border areas, particularly towards Sudan, via integrated territorial development.
Our cooperation in Chad, as part of the Global Gateway strategy, supports the development of the Ndjamena-Douala strategic corridor, structural investments (transport, rural electrification, value chains) and strengthening human capital (vocational training) to promote agri-food entrepreneurship adapted to climate change and offer better prospects for young people in Chad, particularly young girls and women.
Team Europe in Chad includes the EU, the European Investment Bank, France, Germany, Italy, and the Netherlands, and Spain.
The EU is also supporting the stabilisation of border areas, particularly towards Sudan, where Chadian communities are generously hosting more than 1 million Sudanese refugees and hundreds of thousands of Chadian returnees
We are also committed to preserving the unique natural and cultural heritage of the “land of Toumaï” through an integrated and community-based approach that offers opportunities for the youth of Chad.
The EU allocated €280 million to the partnership for 2021-2024. Chad also benefits from regional and multi-country EU development programmes.

Our key initiatives
- Socio-economic development of the strategic corridor Ndjamena – Douala, transport and trade
Together with Chad, we are investing in sustainable transport infrastructure and improved governance to boost regional integration and trade.
- Upgrading the N’Djamena–Moundou road, a strategic section of the Douala–N’Djamena corridor, through the rehabilitation and reconstruction of 229 km of road to facilitate trade and movement between Chad and Cameroon.
- Constructing the Logone bridge between Bongor (Chad) and Yagoua (Cameroon), enhancing cross-border mobility and contributing to economic growth in the region.
- Improving air safety and governance of regional and national infrastructure in transport, energy, and digital sectors through the Regional Infrastructure Governance Support Programme in Central Africa (PAGIRN).
- Supporting private sector participation in trade and investment through Chad’s membership in the African Trade Insurance Agency (ATI), giving businesses access to guarantees and investment instruments.
- Renewable energy
Together with Chad, we are boosting access to clean, reliable, and affordable energy by investing in solar generation and electricity infrastructure. Key actions include:
- Electrifying the N’Djamena–Bongor–Moundou–Sarh corridor to expand access to energy.
- Constructing the Djermaya Solar photovoltaic park with a peak capacity of 60 MW to boost renewable generation.
- Biodiversity, climate and agri-food systems
The EU and Chad work together to preserve biodiversity, manage natural resources sustainably, and support rural livelihoods through an integrated landscape and food systems approach. Efforts focus on:
- Protecting biodiversity and cultural heritage by supporting the sustainable management of Zakouma National Park, the Ennedi Natural and Cultural Reserve, and transboundary ecosystems, while promoting integrated landscape conservation models.
- Strengthening governance and climate resilience through initiatives that improve protected area management, support ecosystem services, and address environmental challenges in fragile cross-border zones.
- Supporting rural and agricultural development by transforming key agri-food systems, boosting incomes for women and young people in secondary towns, and promoting sustainable practices in agriculture and livestock.
- Enhancing pastoral economies and food security by improving access to pastoral services, managing agro-pastoral resources, and regulating cross-border transhumance to support community resilience.
- Education, youth and culture
Together with Chad, the EU works to improve the quality of education, foster vocational training opportunities, and promote academic mobility and cultural exchange, with a special focus on:
- Supporting teacher training, education system reform, and better access to inclusive and equitable learning.
- Fostering vocational training and skills development by strengthening technical education and supporting opportunity-driven vocational and skills initiatives across sectors such as transport infrastructure and green growth.
- Promoting academic mobility and cultural partnerships through regional programmes such as Erasmus+, the Intra-Africa Academic Mobility Scheme, the Regional Teachers Initiative for Africa, and support to African-European cultural cooperation and audiovisual industries.
- Governance, democracy and peaceful coexistence
The EU supports Chad’s efforts to strengthen democratic governance, the rule of law, human rights, and social cohesion, essential foundations for long-term stability and inclusive development.
- Promoting good governance by strengthening the capacities of local, central authorities and civil society improving transparency in public resource management, enhancing citizen participation in decision-making processes and promoting peaceful coexistence.
- Enhancing human rights protection and social cohesion by empowering civil society to combat gender-based violence, promoting women's participation in peacebuilding under the National Action Plan for Women, Peace and Security, and strengthening youth and community capacities for conflict prevention.
- Strengthening economic governance by supporting reforms in public finance management, combating illicit financial flows, and promoting transparency and accountability in budgetary processes.
- Stability of border corridors via integrated territorial development
Together with Chad, the EU works to strengthen resilience, promote peaceful cohabitation, support displaced populations, and respond to humanitarian emergencies, contributing to long-term stability and recovery. Actions include:
- Building resilience and peaceful cohabitation by supporting conflict-affected communities, enhancing food security, access to basic services, and peaceful management of natural resources.
- Supporting displaced populations and migration management by strengthening the resilience of refugee, returnee, and host communities through initiatives and regional actions in the Lake Chad Basin.
- Responding to humanitarian crises by providing emergency protection and assistance to refugees from Sudan and the Lake Chad region, addressing acute food and nutrition needs, and ensuring multisectoral rapid response in hard-to-reach areas.
